Position: Special Services Coordinator

 

Responsible to: Superintendent

 

For Whom/What Responsible: Overseeing of staff, regulations and budgets of programs assigned to the position such as special education, federal programs, migrant, homeless, foster care,  ELL, PAT and school based therapy.

Qualifications:  Valid Missouri special education director certificate or proof  of ability to attain. Such alternatives to the above qualification as the Board may find appropriate and acceptable.

Essential Job Functions:

 

1. Grants Management

 

• Coordinate federal, state, and discretionary grants and entitlements for special services.
• Coordinate and manage special services grant budgets to meet needs to district.
• Stay abreast of all federal program regulations to ensure district compliance.
• Attend necessary state and regional meetings.
• Work with district colleagues to plan effective implementation and record-keeping for grant compliance.
• Prepare necessary year-end reports for federal program grants.
• Supervises preparation of core data and similar reports necessary for reimbursement of funds, receipt of entitlement grants, collection of tuition for out-of-district students and similar fiscal matters.
• Develops budget recommendations and provides expenditure control on established budgets for special education and support services.
• Keeps informed regarding state and federal financial aid for special education services.
• Maintains a permanent inventory of equipment purchased for special education and support services.
• Monitors the Parents as Teachers Program in the areas of record keeping and budget.

1. Federal & State Compliance

 

• Stay abreast of all federal program regulations to ensure district compliance.
• Attend necessary state and regional meetings.
• Assists in the development of school policies and programs which promote the inclusion of students with disabilities in the general education program provided to all students.
• Keeps informed of all the legal requirements governing special education and shares this information with administration and staff.
• Provides leadership in establishing new services and refining existing services for students with disabilities and special needs.
• Develops and initiates survey and screening programs for continuous identification of exceptional children.
• Facilitates procedures and processes for the screening, referral and identification of students with disabilities in accordance with state and federal regulations.
• Coordinates a continuum of services and educational placements for students  with disabilities and special needs.
• Establishes necessary procedures for referral and cooperative planning with other agencies, both local and state, that provide services to children.
• Assumes responsibility for compiling, maintaining, and filing all reports, and other documents legally required or administratively useful.
• Develops and maintains complete and cumulative individual records of all students receiving special education services.
• Evaluates on an ongoing basis the total special education and support services program.

1. Staff Supervision:  Educational & Policy

 

• Evaluates individual job performance of special education staff, and collaborates with school administration in the job performance evaluation of special education staff assigned to school sites.
• Assists in the recruitment, selection and recommendation for hiring of special education, related service and support service staff.
• Acts as hearing officer, 504 coordinator for the district.
• Participates in the planning and implementation of staff development related to students with disabilities and special needs.
• Complies with good safety practices.
• Complies with all district rules, regulations, and policies.
• Participates in administration meetings, board meetings and other appropriate meetings.
• Works with staff to ensure appropriate certification.
• Demonstrates effective communication and human relations skills.  

 

1. Parent & Community  Involvement 

 

• Arranges for transportation of all students placed in special classes outside their attendance area and for those who require special transportation as a related service.
• Interprets the objectives and programs of special education and support services to the Board, the administration, the staff, and the public at large.
• Participates in the planning and implementation of staff development related to students with disabilities and special needs.
• Works with parent groups and advocates..
• Seeks to mediate and resolve parent complaints regarding special education procedures or services.
• Organizes Parents as Teachers annual programs.
• Participates in the district’s pre-school screening program
• Assists in making appropriate referrals for Parents as Teachers’ families.
• Participates in DESE and Parents as Teachers National Center in service training as needed for the program.
• Demonstrates the ability to work cooperatively with staff, program participants, school personnel, and community members.

 

5. Program Effectiveness

 

• Assumes responsibility for own professional growth.
• Completes required district needs assessments for special services
• Demonstrates effective human relations and communication skills.
• Conducts yearly program evaluations of assigned programs.
• Completes required program reports.
• Other duties as assigned by the superintendent.

 

6. Other Responsibilities

 

• Academic testing if needed
• Interpreting testing results
• Evaluating Special Education Teachers and Paraprofessionals using the District designated evaluation system
• Coordinate with Occupational Therapist and Physical Therapist to provide services for students
• Completes required program reports.
• Other duties as assigned by the superintendent.

 

Term of Employment: Salary and length of contract subject to Board approval. Salary commensurate with experience.

                                                                                   

Evaluation:  The evaluation is conducted by the superintendent according to board policies and Concordia R-II adopted model of performance based evaluation.
